Housing affordability in Utah has eroded over the past few years, threatening Utahns’ peace of mind and financial security.  Ordinances, codes, and policies can impede or promote housing affordability. At the direction of the Utah Department of Workforce Services, Envision Utah is reviewing land use and construction regulations and their implications for housing costs.


 

Working with expert stakeholders in policy, land use, and housing, we’ll identify regulation types that could impact housing affordability in the state of Utah. After reviewing land use and construction regulations throughout the state, opportunities for reform will be submitted to the Utah Office of Housing and Community Development.

Throughout the process, we’ll:

➔    Interview local officials, developers, and experts

➔    Establish and meet with stakeholder committees

➔    Review 35 local ordinances across the state

➔    Analyze impacts of regulations on affordability with partner RCLCO

➔    Review national best practices

TIMELINE

PHASE ONE:
SCOPING THE LANDSCAPE
- We’ll meet with key stakeholders and interview housing experts across the state to learn which ordinances, codes, and policies impede housing affordability in Utah.

PHASE TWO:
EVALUATING REGULATIONS
- We’ll identify regulations with the biggest affordability impact and the relative support for change.

PHASE THREE:
RECOMMENDATIONS
- We’ll prepare a final report and present our findings at trainings, workshops, legislative testimony, conferences, etc.
