2023 Spring Breakfast Panel

We're excited to be joined by an expert panel at the 2023 Spring Breakfast who will speak about one of the top issues impacting the future of our state: water.

Our four panelists come with diverse knowledge and expertise with backgrounds that include experience in water development, conservation, optimization, agriculture, the Great Salt Lake, and more. Their shared passion for the future of water in Utah, and knowledge regarding the unique challenges we face in our state when it comes to securing that future, will be sure to make for an enthralling discussion.

 

MEET OUR MODERATOR

Theresa Foxley serves as Chief of Staff to rPlus Energies, a national leader in utility-scale renewable energy and energy storage development.  Theresa is a “jack of all trades” within the organization, overseeing special initiatives of the CEO, community and government affairs, marketing, and human resources. Theresa started her career as an attorney, specializing in business finance and project finance. While practicing law Theresa advised several renewable energy developers on projects throughout the country, including Utah’s first utility-scale solar development, the Utah Red Hills Renewable Park.

Theresa recently joined rPlus after having spent 6 years leading Utah’s statewide economic development efforts as the President and CEO of EDCUtah, where she became adept at organizational management, talent development, and negotiating value-added partnerships with a diverse set of stakeholders.

Theresa enjoys staying involved in her local community, including through serving on the Envision Utah Executive Committee. She holds a Bachelor of Arts in Political Science from Utah State University and a Juris Doctorate from the S.J. Quinney College of Law at the University of Utah.

GET TO KNOW OUR PANELISTS

Teresa Wilhelmsen, State Engineer, Utah Division of Water Rights

Teresa Wilhelmsen was appointed Utah State Engineer in 2020 by Governor Gary Herbert. She is responsible for the general administrative supervision of all waters of Utah and the measurement, appropriation, apportionment, and distribution of those waters. She is also the Director of the Division of Water Rights. 

Wilhelmsen is a Utah native and lifelong student of the west, focusing especially on water. She is an advocate of the prior appropriation doctrine and its adaptability to current water issues.

Throughout her decades long career of public service, she has become recognized for creatively resolving increasingly complex competing demands for our limited water resources. She is a professional engineer and graduated from the University of Utah with a degree in civil and environmental engineering. 


Timothy Hawkes, General Counsel, Great Salt Lake Brine Shrimp Cooperative, Inc.

Timothy Hawkes holds an undergraduate degree in Political Science from BYU and a law degree from Columbia University. After law school, he clerked for a federal district judge in Baltimore, Maryland, and then went to work at Sidley Austin in Washington, D.C, and Tokyo, Japan, where he practiced civil litigation and appellate constitutional law.

Since 2004, he's focused on water law and policy from a conservation perspective, spending over a decade as the Utah Director for Trout Unlimited. For the past seven years he's served as General Counsel for the Great Salt Lake Brine Shrimp Cooperative, where he works with a variety of stakeholders to help protect and restore the Great Salt Lake.

Tim served in the Utah House of Representatives for eight years, retiring in 2022, including four years in House Leadership. Much of his legislative effort focused on water and other natural resource-related issues. In his limited free time he enjoys a wide range of hobbies, including he enjoys writing, photography, cooking, canyoneering, and fly fishing.


Tage Flint, Owner of Crescent F, L.L.C., and Former General Manager, Weber Basin Water Conservancy District

Tage Flint is the Owner of Crescent F, L.L.C., managing natural resource holdings and providing public policy advisement. He has worked in the water supply industry for over 35 years and just recently retired from managing Weber Basin Water District, one of Utah’s largest water authorities. Mr. Flint has extensive experience in irrigation and municipal water conveyance, major dam and reservoir operations, water rights management, federal water project operations, and hydro-power generation. He continues to advise on employee-management interaction, governmental affairs, and routinely interacts with congressional delegations in Washington DC.

Mr. Flint has served on the international board of the American Water Works Association, as Commissioner on the Utah Water Development Commission, and member of the Utah Water Task Force. He served on the Salt Lake and Davis Chambers of Commerce boards of governors, Utah Water Users Association board, and co-chaired the Governor’s State Water Advisory Team. Mr. Flint is the recipient of lifetime service awards from the National Water Resources Association, American Water Works Association, and American Water Resources Association.

Mr. Flint is a Registered Professional Civil Engineer with a BS in Civil Engineering and a Master’s in Business Administration. He is married to Lisa who is a Registered Nurse, and they have two sons and six grandchildren. His hobbies include camping, reading, golf, and photography.

Warren Peterson, Seasoned Water Attorney and Former V.P. of Farmland Reserve Inc.


A rural Utah farm community raised Warren, where he worked as a farm hand and surveyor’s apprentice. He holds degrees from Utah State University and the University of Utah College of Law. He worked in agricultural law, community planning, water law, rural economic development as a main street business owner, then as Land and Natural Resources Vice President of Farmland Reserve, an international nonprofit farm management and food production company.

Warren has served on various water task forces and committees, including the Utah Board of Water Resources for 12 years, and as agricultural co-chair of the Envision Utah Your Utah, Your Future water strategy team. He presently serves on the Utah Water Task Force, Legislative Water Development Commission, Utah Watersheds Council, Utah Trust Lands Administration Board of Trustees, and the Envision Utah board.

Warren, ostensibly retired, lives with Judy, a retired educator, in Oasis, Utah. They have four daughters and five grandchildren.
